I'm not sure but you should be able to go sith proof of identity and address and you can vote

Possibly yes possibly no. Every council do things differently.

Once any election is called a supplementary register is opened, you can put yourself on that, but need to go to a garda station with the relevant ID and get it stamped and returned to your local council.

The supplement closes on May 5th. If you are not registered you still have a few weeks.
