Awarding contracts to the lowest bidder seems to be encouraging construction companies to seriously under quote the estimate just to land the job, then they tack on the extra millions/billions required.. And of course the gullible Irish tax-payer will quietly foot the bill.
If they had good lawyers drawing up the tenders those bidding would be locked into a contract where they'd have to pay the taxpayer for time delays or any cost over runs
Not the way it is now.
When the banks collapsed all of their books had been signed off by firms like Pwc and Deloitte and even now they sign off with one hand and then they get paid to investigate cost overruns half a million !
They should all have been fined after the bank collapse and there should have been much more oversight of their activities.
Underbidding and then raising prices is clear breach of the tendering process and it smells of insider dealing, the police should be investigating everybody involved in the process .
Bam should be fined the money should be recovered and they should just restart the process.
