I'm just saying they're two different questions.
Here is the same two questions on a different topic;
"Rome, is it the capital of Italy?"
(the answer is "yes", you can google it)
"Rome, should it be the capital of Italy?"
(this is a complex economic, historical and political question and invitation to give opinion)
If you don't acknowledge the difference, it's probably because you're being intentionally intransigent, as the difference is obvious and very large and certainly not a split hair.
