There can be a lot of unsavoury things happening when toilets are fully enclosed. Here the private part of the toilet is out of view (the fully enclosed cubicle), but every one can see who comes in and out, and what happens at the sinks. Pretty much the same is in an airport or shopping centre.
And these are only guidelines: it is the school decision in the end how they organise the layout.
Another guidelines for instance is to have more smaller units rather than 1 big one, to reduce disruption from cleaning.
